2014 Precinct Officer Duties and Responsibilities

PRECINCT CHAIR
A Republican Precinct Chair directs Republican Party affairs within the voting precinct.  A Precinct Chair is elected in each precinct at the neighborhood caucus, which is held in even-numbered years (usually during the third week of March).  Precinct Chairs serve 2-year terms.  In Utah County, the Precinct Chair acts as a State and a County Delegate.  Precinct Chair responsibilities include:
  • Presiding over voting precinct caucus.
  • Directing voter registration and any fund-raising within the precinct.
  • Organizing and directing Republican poll-watching and voter turn-out programs within the precinct.
  • Assisting Republican Party nominees’ campaigns within the precinct.
  • Serving as a member of the Utah County Central Committee (the governing body of the Utah County Republican Party) and attending quarterly committee meetings.
  • Publicly support only Republican candidates for partisan public office.
  • Endorsing the principles contained in the Utah County Republican platform.

PRECINCT VICE CHAIR
The Precinct Vice Chair directs and presides in the absence of the Precinct Chair.  A Precinct Vice Chair is elected in each precinct at the neighborhood caucus.  Precinct Vice Chairs serve 2-year terms.  In Utah County, the Republican Precinct Vice Chair acts as a County Delegate.  Precinct Vice Chairs are members of the Utah County Central Committee  (the governing body of the Utah County Republican Party) and attend quarterly committee meetings.
PRECINCT SECRETARY
The Precinct Secretary provides notice of any precinct meetings, prepares agendas and minutes for any meetings at which their Precinct Chair presides, and maintains any historical documents.  The Precinct Secretary serves a 2-year term. In our precinct's case we use our Blog, a Facebook page, email, and Google drive to share information with precinct members. The secretary should become familiar with these tools and help other officers and delegates use them.
PRECINCT TREASURER
The Precinct Treasurer receives, accounts for, and turns in any collected monies and submits a financial report at any applicable precinct meeting. The Precinct Treasurer serves a 2-year term.
HOW TO BE A GREAT PRECINCT CHAIR
  • A great Precinct Chair communicates with precinct delegates (makes sure they received their Call to Convention postcards, that they can attend conventions, etc).
  • A great Precinct Chair encourages Republican voting within the precinct (puts up Vote Today signs, oversees voter registration, organizes poll-watching, etc).
  • A great Precinct Chair communicates with members of the precinct in person, by email, via blog, by phone, etc., to keep the precinct informed of issues and precinct activities.
  • A great Precinct Chair attends quarterly Central Committee meetings, and Legislative District trainings.
  • A great Precinct Chair is also a great Delegate.
Note:
In our precinct we use role gmail accounts to help ensure that information is passed to newly elected officers. We use Google drive as a repository for shared information. The role base email accounts are:
  • Precinct chair: hi02.precinct.chair@gmail.com
  • Precinct vice-chair: hi02.precinct.vicechair@gmail.com
  • Precinct secretary: hi02.precinct.secretary@gmail.com
  • Precinct treasurer: hi02.precinct.treasuer@gmail.com
